Phase 2: Expanded Property Services (Months 1022)¶
Phase 1 delivered the core property platform and Sulaymaniyah pilot. Phase 2 expands services (permits, valuation, municipal, rental), adds ML-powered features, and opens two more service centers.

Features used: Parcel area, building area, property type, location (lat/lng), zoning class, distance to main road, number of rooms, construction year, last sale price, neighborhood average price.
Target accuracy: Mean Absolute Percentage Error (MAPE) < 15% on held-out test set.
Usage: Advisory only in Phase 2 human valuers still make final determination. ML provides starting point.

2.4 Service Center Expansion¶
Erbil Service Center (Month 1418)¶
- Same design as Sulaymaniyah (see Section 6)
- 8 property counters + 2 GIS stations + 1 survey/scan station
- Staff: 20 (12 clerks, 3 GIS specialists, 2 scanners, 2 floor managers, 1 IT)
- Connected to the platform via dedicated link to Sulaymaniyah DC (SD-WAN over MPLS)
Duhok Service Center (Month 1822)¶
- Same design, scaled for smaller volume
- 6 property counters + 1 GIS station + 1 scan station
- Staff: 14
Deployment Checklist (per center)¶
- Network connectivity verified (< 50ms latency to DC)
- All hardware installed (PCs, scanners, receipt printers, kiosks, large displays)
- Staff trained (2-week program: system + GIS + customer service)
- Local property data loaded (parcels digitized for that governorate)
